President Obama has called for cost controls more than anyone else in health insurance reform. President Obama deserves credit because he guaranteed health care reform during the campaign, and he’s trying to do what he promised. He is considering taking Medicare spending decisions out of the political field and delegating them to the hands of the doctors and technical gurus, who actually comprehend and realize where the real cost savings can be found. But that would necessitate Congress to surrender some power. Is this realistic can Congress relinquish the power?
